Fowler was born in Chorley on 26 July 1925 and was educated at Chorley Grammar School and the University of Manchester. After qualifying he was house surgeon and surgical registrar for the Out-patients Department of MRI. Fowler later worked in general practice in Baguley, Wythenshawe before moving to Macclesfield where he was associate specialist and honorary clinical tutor at Staffordshire Rheumatology Centre. Fowler was also head of rheumatism for the clinical research group of Ciba-Geigy and visiting associate professor at the University of California. He was a member of Manchester Medical Society , the Royal Society of Medicine and the British Society for Rheumatology.
