Manners received his medical education at Manchester, Liverpool and Hull Infirmary. He held junior appointments at Wrexham Infirmary and Southport Convalescent Hospital before being appointed surgeon to Hull and Barnsley Docks. Manners later settled in general practice in Manchester.
