Maclean received his medical education at the University of Edinburgh and the Royal College of Surgeons of Edinburgh. He was medical officer of health for Withnell UDC before being appointed medical officer to Withnell Isolation Hospital. Maclean was a fellow of the Royal Institute of Public Health and a member of the Society of Medical Officers of Health.
