Jenkins was educated at the London Hospital and qualified in 1914. In 1919 he was appointed pathologist at Salford Royal Hospital, a post he held until 1946. He was also pathologist at Manchester Northern Hospital. He had an interest in medico-legal work, and performed post-mortems for the Manchester district. His research interests included residual vaccines. Jenkins was a former secretary of the Salford BMA (1925-31) and chairman of the mid-Cheshire Division (1931-5). He was a member of Manchester Pathological Association.
