Jagger qualified in medicine at the University of Manchester in 1914. During the First World War he was a captain in the RAMC and a surgeon at the Whitecross Military Hospital. He was later assistant MOH and school medical officer for Lancashire County Council. He was a member of Manchester Medical Society and a Fellow of the Society of Medical Officers of Health.
