McDougall was a medical student at Owens College Manchester. He was house surgeon at MRI before settling in Fallowfield, Manchester, probably in 1899, where he practised for over 35 years. Professor William McDougall (see below), the distinguished psychologist was his younger brother. McDougall was also an Independent candidate in the Rusholme bye-election of November 1933, his manifesto being to reduce inequality by taxing land value rather than industry. He also stood for election in the parliamentary election in November 1935. McDougall died on 22 January 1942.
