Lacy was born on 11 November 1923 in Surrey and studied medicine at the University of Manchester. He held junior positions at Withington Hospital Manchester, Coventry and Warwickshire Hospital, Park Hospital Davyhulme, and Bolton Royal Infirmary. From 1951 to 1953 Lacy was demonstrator in anatomy at the University of Manchester and also gave lectures at Manchester Foot Hospital. Lacy was appointed surgical registrar at Crumpsall Hospital Manchester in 1954, before holding resident positions at MRI and Hope Hospital Salford. Lacy was a member of MMS. Lacy later moved to Lincoln where he settled in general practice.
