Kemble was born on 21 December 1934 in Rossendale, and attended Bacup and Rawtenstall Grammar School and the University of Manchester. After qualifying, Kemble held junior positions at Ancoats Hospital Manchester and Manchester Northern Hospital before being appointed resident medical registrar at Stepping Hill Hospital Stockport in 1962. Kemble was a member of MMS.
