Kalcev was born in Bulgaria on 2 February 1921. Kalcev studied in Berlin, Hamburg, Sofia, Paris, Edinburgh and London. He was a medical officer in Madagascar from 1950 to 1958 before coming to England where he held house positions at New End Hospital. In 1962 Kalcev came to the North West and was assistant medical officer of health for Rochdale before being appointed assistant divisional medical officer of health for Ashton-under-Lyne in 1964. In 1966 Kalcev became deputy medical officer of health for Bury before settling in general practice in Ashton-under-Lyne from 1969. He later retired to Rochdale.
