Kilroe, known as Bernard, was born in Bolton on 16 May 1902 and studied medicine at the University of Manchester. After qualifying, Kilroe was house surgeon at MRI before settling in general practice in Bolton. He was a member of MMS, of which he was chair of the general practice section in 1964. Kilroe was also a member of North Manchester Medical Society and the Medico-Legal Society, and was a member of the BMA council from 1964-1971. Kilroe was also a member of the St John's Ambulance Brigade and was awarded a long service medal.
