Settle gained a BSc and MSc in physiology at the University of Manchester before going on to qualify in medicine. He was Sheridan Delepine Research Fellow in Preventive Medicine at the University. Settle held positions as medical officer of health in Middleton and Staffordshire before being appointed medical officer of health for the metropolitan borough of Fulham. Settle was a member of the Society of Medical Officers of Health. His wife, Vera Settle (née Waine), MB ChB Manc 1941, also worked in public health in the North West.
