Telford was born in Middlesbrough on 16 June 1876. He was educated at Manchester Grammar School and Cambridge University before returning to MRI for his clinical training and junior posts. Telford was surgeon to Royal Manchester Children's Hospital and honorary assistant surgeon at Salford Royal Hospital. In 1908 he was appointed to the honorary surgical staff of MRI, a position he held until his retirement in 1941. He also held consulting appointments for Manchester Education Committee, the Welsh National Memorial Association and was visiting surgeon to Manchester Corporation Children's Hospital, Abergele. Telford's teaching skills were highly regarded, and in 1922 this was recognised with his election to the Chair of Systematic Surgery at the University of Manchester. Telford was very interested in crippled children and in particular the nervous control of blood vessels. He worked with Professor J.S.B. Stopford (see above) to devise an operation to cut sympathetic nerve fibres, allowing arteries to dilate. Telford was a member of Manchester Medical Society and left a substantial bequest to the Society in his will. Telford was called back to help at MRI during the Second World War, but in 1945 retired again to Prestatyn, north Wales where he died on 26 March 1961.
