Scully gained his medical education at the University of Manchester. He held junior appointments at Manchester Royal Eye Hospital and MRI and was RMO at Monsal Fever Hospital, Manchester. In 1935 Scully was appointed oculist to Salford Education Authority and he was also clinical assistant to Manchester Royal Eye Hospital. He was medical officer to the venereal diseases department of MRI from 1939 to 1950. In the mid 1950s, Scully was appointed senior hospital medical officer to Manchester Royal Eye Hospital. He was a member of Manchester Medical Society and Manchester Pathological Society.
