Spencer studied medicine at the University of Manchester. He was medical officer in charge of the Richmond and Albert Auxiliary Military Hospitals in Ashton-under-Lyne before being appointed district medical officer and public vaccinator for Ashton-under-Lyne Union. He also had consulting rooms on Deansgate, Manchester. Spencer was a member of the British Homeopathic Society and was mayor of Ashton-under-Lyne. He died on 13 March 1930, aged 63.
