Whitehead graduated in medicine in 1907 after studying at the University of Manchester, and took the DPH in 1909 and the MD with distinction in 1911. He worked at Monsall Fever Hospital, Manchester, and at Birmingham City Fever Hospital and lectured at Birmingham University. In 1909 Whitehead was appointed deputy medical officer of health for Oldham and in 1921 became medical officer of health for Wigan, and remained in this post until he retired in 1947.
