White graduated in medicine from the University of Manchester in 1912. In 1920 he took the DPH and worked as a port medical officer in Liverpool. In 1927 he was made a medical officer at the Ministry of Health, and in 1928 became medical officer of health for the port authority of London. From 1937-56 he was medical officer of health for the City of London. He was president of the Society of Medical Officers of Health in 1955.
