Fletcher was born in Kirkintilloch, near Glasgow, on 3 January 1885 and studied medicine at Glasgow University. After holding various appointments in Glasgow, Bradford and Manchester, Fletcher joined the staff of the Lancashire tuberculosis team in 1914 as consultant tuberculosis officer. His main clinic was at Ashton-under-Lyne, but he was also visiting physician at several hospitals. In 1948, the advent of the NHS gave Fletcher the grade of consultant chest physician for Manchester Regional Hospital Board. He retired in 1950. Fletcher was a member of Manchester Medical Society . He had a great love of old books; he built up a large library and sat on the University of Manchester Medical Library Committee. Fletcher died suddenly in Kirkintilloch on 19 January 1963.
