Blackley was the son of Charles Harrison Blackley; he studied at the Royal Manchester School of Medicine and at Vienna, and qualified M.B London in 1869. He was senior physician at the London Homeopathic Hospital, and treasurer of the British Homeopathic Society. He also served as surgeon to Lord Lindsay's Mauritius Transit Expedition.
