Elwood was assistant medical officer of health for Mansfield from 1947 until 1949 when he was appointed assistant divisional medical officer to Lancashire County Council. In 1954 Elwood moved to Nottinghamshire where he held public health positions before returning to Lancashire in 1956 as divisional medical officer to Lancashire County Council. Elwood jointly edited Some Manchester Doctors, published by Manchester Medical Society in 1984. He was a member of Manchester Medical Society and of the Society of Community Medicine and Manchester Paediatric Club.
