Barlow was born in Eccles on 25 September 1915. He studied at Manchester Grammar School and the University of Manchester. After qualifying Barlow was in general practice in Wigan for a year, before joining the application form. From 1947 to 1956 he held junior hospital posts at East Grinstead, Ancoats and Salford Royal Hospitals. In 1956 Barlow was appointed consultant orthopaedic surgeon to Ashton, Hyde and Glossop Group Hospitals and from 1957 held the same position at Salford Group Hospitals. Barlow was a fellow of Manchester Medical Society and member of British Orthopaedic Association. While undertaking research into congenital hip dislocation at Salford, Barlow devised a simple test for the diagnosis of instability of the hip in the newborn. He died on 25 May 1975.
