After training in Manchester, Fleming was deputy medical superintendent at Liverpool Sanatorium and assistant tuberculosis officer for the City of Manchester. He was later consultant tuberculosis officer to Cheshire County Council before being appointed consultant chest physician in charge of Cheshire Chest Clinics. Fleming was also consultant chest physician for Grange Hospital Weaverham and Wrenbury Hall Rehabilitation Centre and Tuberculosis Colony. Fleming was a member of Manchester Medical Society .
