Garlick received his medical education at Owens College Manchester. He was casualty surgeon and anaesthetist at Ancoats Hospital Manchester and assistant house surgeon and visiting surgeon at Stockport Infirmary. Garlick was a GP in Pendleton and was for a time medical officer to Pendleton Providential Dispensary.
