Cregan was born in London, but was the grandson of Alexander Fraser, a Manchester doctor, and the nephew of George Theodore Cregan. Gregan studied at Manchester and qualified MRCS, LRCP in 1942. An orthopaedic surgeon, he worked at MRI and Ancoats Hospital Manchester, before becoming consultant to the South Manchester Hospital Group and Devonshire Royal Hospital, Buxton.
