Duggan was originally a laboratory technician at MRI. He studied for a London BSc in his spare time. Following a laboratory accident, he read for a medical degree and qualified MB ChB in 1951. In 1954 he moved to Canada, and set up laboratory services in hospitals in British Columbia and Newfoundland, before becoming a pathologist at Two Nuns Hospital, Regina.
