Bell was born in Stirlingshire on 3 November 1871. After studying in Edinburgh, Bell held house positions at Royal Infirmary Edinburgh and Royal Hospital for Sick Children Edinburgh. He then moved to Manchester where he was in practice in Higher Broughton. Bell was a member of Manchester Medical Society , Manchester Clinical and Pathological Societies, and Royal Medical Society Edinburgh. He died in Devon on 4 August 1926.
