MRCS Eng 1859.

Foulkes was a medical pupil at MRI and Royal Manchester School of Medicine. He was house surgeon at Gainsborough Dispensary before working as a surgeon for the Royal Lancashire Militia. He practised in Swinton and later in Salford.
