Frank was born in Prague in 1928 and was educated at King's School Macclesfield and the University of Manchester. After qualifying he held junior positions at Hope Hospital Salford and Salford Royal Hospital. He was later appointed consultant orthopaedic and trauma surgeon at Hope Hospital, Salford Royal Hospital, Royal Manchester Children's Hospital and Worsley Rehabilitation Centre Regional Pain Clinic. Frank later became honorary consultant for Salford Health Authority. He was a fellow of the Royal Society of Medicine and a member of the European Spine Society.
