Milne, the son of John Irvine Milne (see below), was born on 17 August 1916. He was educated at Shrewsbury School, Oxford University and St Thomas' Hospital. After qualifying, Milne was house physician at Torbay Hospital before serving in the RAMC from 1941 to 1946. He then held resident appointments at Banbury Hospital and MRI. Milne later settled in general practice in Prestwich, Manchester.
