Lever, of Blackpool, studied medicine at the Royal Manchester School of Medicine where he obtained a scholarship in 1862. Lever settled in practice in Padiham, Burnley, and later in Southport where he was certifying factory surgeon. Lever probably died between 1892 and 1900.
