Baxter regarded Tillotson and Edward Stillingfleet as “moderate Men” with whom it would be possible to arrive at a means to accommodate the then dissenters in the Church of England (Corr 937) and in 1675 Tillotson and Baxter drafted a bill for comprehending the dissenters (Corr 967).
