Simpson gained his medical education at King's College Hospital and soon began to specialise in public health. He was divisional medical officer to Lancashire County Council, and medical officer of health for Stalybridge and later for Ashton-under-Lyne. Simpson was a member of the Society of Medical Officers of Health.
