Tylecote, known as Frankie, was born in Staffordshire on 23 May 1879 and gained his medical education at Owens College where he gained a number of honours. He held resident appointments at MRI, Lancashire County Asylum in Winwick, Plaistow Fever Hospital London and St John's Hospital for Skin Diseases. He returned to Manchester as resident medical officer at MRI, and was soon appointed honorary physician to Manchester Union Hospitals and senior honorary physician to Salford Royal Hospital. In 1914, Tylecote became honorary physician to MRI, holding this position until his retirement in 1939. Tylecote was also lecturer in clinical medicine at the University of Manchester, and from 1929 to 1940 was professor of systematic medicine. Tylecote was particularly interested in diseases of the chest and in air pollution, he was president of the National Smoke Abatement Society and a member of the Standing Conference on investigation of atmospheric pollution. Tylecote was treasurer of Manchester Medical Society and member of Manchester Clinical Society and the Association of physicians of Great Britain and Ireland. From 1938 to 1941, Tylecote was a council member of the Royal College of Physicians of London.
Tylecote was probably more interested in politics than he was in medicine. In 1931, Tylecote, as liberal candidate for St John's Ward, was elected a member of Manchester City Council. While a councillor, Tylecote successfully campaigned for the pasteurisation of milk and in 1956 was awarded a CBE for public health matters. He switched to the Conservatives from the Liberal Party in 1946. He was chairman of the Manchester Public Health Committee and in 1934 he became a justice of the peace for the City of Manchester. Tylecote was also chairman of the Manchester Art Gallery Committee, governor of the Whitworth Art Gallery and chairman of the Royal Manchester Institution. Tylecote became an alderman in 1949, and in 1963 resigned and was elected honorary alderman. Tylecote died on 7 October 1965.
