Dear Miss F. I am afraid I shall not be committed as to the apposition of the public money: - and shall imagine that if it is to be expended on National Christians it will not be scattered among the small ones, however deserving, but will be given to one or more of the important ones. I will however, if I get the chance, press the claim of yr friend's undertaking in the proper quarter. Yr most affect Arthur James Balfour.
