Suggests Central Society could make a suggestion to the Government, which might be helpful in forming the new Transvaal Constitution. Problem is to achieve fair distribution of votes between scattered farming communities (mostly married) and largely unmarried mining population concentrated in the towns. If women could vote, this would double the voting power of the farming community without apparent weighting of scales in their favour, which equal electoral districts, would give.
