Scope and Content

To his mother, says he does not think rationing will be introduced in India as would be hard to apply [India was suffering famine at this time], he notes efforts to improve food supply and to stop hoarding - and this has been helped by import of wheat. Describes a recent visit to the US club in Delhi where he met "Phillips", the president's personal representative in India. (in later note says Phillips made disparaging comments about the Indian Army and was a very different character to George Merrill) [William Phillips, 1878-1968 US diplomat]. Also says has been to a reception organised by the Chinese commissioner.
