He was third Earl, educated at Eton and St.John's College, Cambridge, first class in Classics (1840), LL.D.(1842), Hon.D.C.L. of Oxford (1857), High Steward of the University of Cambridge, Lord Lieut. of Montgomeryshire (who for all that does not seem to have secured a place in the Dictionary of National Biography). His deep devotion to classical scholarship is commemorated by prizes at Bangor and in Cambridge; his inaugural address as President of the College was said to be instinct with the spirit of classical culture. Certain it is that his urbanity, his devotion to scholarship, his status as a territorial magnate, his savoir faire in dealing with high officers in Whitehall, were together of most potent benefit at the beginnings of the movement for what was once commonly referred to as the North Wales College. His portrait, by Raeburn Dobson, hangs in the Council Room.
