Concerns: the state of the country and National debt owing to the War; his proposal for a scheme for Parliament to raise capital funds for the Exchequer via loans repayable as annuities: "open a subscription on annuitys for three lives at twenty years purchase for as many millions, as can probably be raised in Europe"; a scheme to raise the interest of the annuities by a general register across Englan, Wales and Scotland; his proposal for taxes on dogs and swords also.
