The writer appraises Dr. Hicks of the outrage stirred up in Oxford by the publication of the anonymous pamphlet entitled The Speech that was intended to have been spoken by the Terra filius Jul: 13.1713, and goes on to describe the proceedings, following the re-election of the Revd. Dr. G[ardiner], Warden of All Souls, as Vice-Chancellor, at which it was unanimously decided by the assembled 'Drs. and Mrs.' that the 'scandalous libell' should immediately be burnt. The pamphlet was burnt 'before ye whole University in ye Area near ye Theater'.
