Information requested by Miss Ward. Draft notes with short covering letter from Mrs Chamberlain on Florists. Florists handicapped by unfair competition from street traders who have less expenses. Proposed legislation to limit their hours of work by making them subject to Factory Acts would be serious blow to trade, as flowers for special occasions must be prepared at last minute to ensure their freshness and this must mean long hours of work in emergencies. [Marked 'Thanked Ap.21', prob 1909].
