Gill was the Astronomer Royal to the Cape of Good Hope from 1879. After discussing South African politics he says he has just returned from a 10 day visit to Lord Milner and tells of 'a very interesting Congress of 700 or 800 teachers of the Concentration Camps schools' to whom he gave 3 lectures.
