The Board held its first meeting on 28 Jan 1965. It took over the undertakings of two Borough Councils (Denbigh and Ruthin), four Urban District councils (Rhyl, Prestatyn, Aberegele and Llanrwst), five Rural District Councils (St. Asaph, Ruthin, Aled, Hiraethog and Edeyrnion), and the Denbigh Water Company. The last named company was responsible for the central area of Denbigh Borough while Denbigh Borough Council concerned itself with the fringes of the Borough, particularly the Henllan area. On 01 Apr 1974, the Board's undertakings (like the Central Flintshire Water Board) became part of the Welsh National Water Development Authority.
