The Hawarden Relief Area was under the control of the Flintshire County Council Public Assistance Committee established in 1930 after the Local Government Act 1929. It had a number of roles, including the provision of relief to the poor, vaccinations and relief to evacuees during the Second World War. For administrative purposes, the Relief Area was subdivided into two districts: Buckley Hawarden, Buckley Mold, Hawarden, and Hope; and Llanfynydd, Higher Kinnerton, East Saltney, West Saltney, Sealand, and Treuddyn.
