Scope and Content

Original Programme Committee subject to overall policy guidance of the Environmental Committee.

Responsible for the Council's functions as a Highway Authority for all publicly maintainable roads within the County with the exception of Trunk Roads and Motorways.

Responsibilities include: provision and maintenance of highways and bridges, signs and streetlighting, traffic management, carparks, adoption of new roads, road safety.

The Committee was also reponsible for the managing the Council's agency agreement with the Department of the Environment for the maintenance and improvement (up to a value of £2-2.5m) of trunk roads and motorways, and for negotiating lower-tier agency agreements with Oxford City and Cherwell District Councils for traffic management and highway maintenance within their districts.
