Oram was the Director of Keats and Oram, box manufacturers. He was Chair of the Leicester Municipal Technical and Art School Committee in 1923 and the Colleges of Art and Technology Committee in 1924-1927, acting as Vice-Chair from 1929-1946. He served on the Education Committee for 33 years and was made Alderman in 1952.
