Hancock was a draper with a shop in the Haymarket. He was Chairman of the Municipal Technical and Art Schools Committee from 1905-1908 and a co-opted member of the Colleges of Art and Technology Committee until 1934.
The portrait was completed by J Crosland McClure in 1906.
