Scope and Content

He says that in consequence of a speech he made recently at Pontypool in Mr McKenna's constituency in which he charged the Home Secretary with responsibility for the brutal ill treatment of Mr Billinghurst's sister in prison a counter charge has been made in the local paper that the allegations are absolutely untrue. He asks therefore whether it would be possible for his sister to obtain from her doctor a medical certificate that her treatment had been ignorant and cruel.
