Children under the care of the Board of Guardians were after 1863 accommodated in the Industrial Schools at Ely, where they were taught a trade. Towards the end of the nineteenth century, however, there was a change in the policy of the Guardians towards the care of children, and most children were accommodated in 'Scattered Homes' under the care of foster mothers. A 'Headquarters Home' was erected on part of the Industrial Schools site, and the Industrial Schools were converted for use by adults.
