Hector Stone was the occupying caretaker of the mill, 1945-51 on behalf of Essex County Council and its managing Windmill Committee, and carried out a number of repairs. He was a retired miller from Ipswich, and wanted to restart milling at Upminster as a business, but his plans did not meet the approval of the Council, the Committee, or the Ministry of Food.
