Elfed Thomas became Director of Education for Leicester City in 1947. As Director, he was involved in a number of major initiatives including the establishment of both Leicester Teacher Training College and the National College for Training of Youth Leaders, for which he was the secretary on the government appointed Board of Governors.
Whilst a Director of Education, Elfed Thomas took an active role in developing facilities for the education of children with disabilities and wrote a report in 1965 titled 'The Handicapped School-leaver' based on the findings of a national inquiry, which he chaired.
The Elfed Thomas building which belonged to Leicester Polytechnic was named after him in the 1970s.
