Edwin Chadwick and Florence Nightingale were both instrumental in getting the Sanitary Commission for India set up in 1859. The Report was published in 1863.

About the Report she says 'I think you will find a great deal in the Report which with your knowledge and experience you could develop more than has been done' She makes several other suggestions about Army matters especially 'the organisation of the Army Medical Department with sanitary element which is the key to the whole Reform'
